Why can't I create a manual log for a Compliance Pack

Compliance Packs must be logged at the moment of sharing. Unlike individual certificates, you cannot go back and manually add a record later.
The "Record Service" Rule

Single Certificates
You can use the "Record Service" button at any time. This allows you to log offline actions, such as handing a printed copy to a tenant during a visit.

Compliance Packs
These are digital-only bundles. You are given the option to create a log immediately after generating the link, but you cannot add a manual entry for a pack retrospectively.
